However, China and Russia’s standing on the world stage has made finding willing partners a challenge. China offered Venezuelan Space Agency the first international membership for the International Lunar Research Station program by China and Russia. If Venezuela follows through with signing the pact, it will be the first partner country to join the ILRS.
